We reviewed the impact of Worcestershire County Council's £1 million Changing Futures Fund on recipient voluntary and community sector organisations. In particular, the difference made to capacity, capability, financial sustainability and ability to respond to commissioning opportunities.

The methods we used included: analysis of existing data; a review of their model; online surveys of fund users and approved suppliers; and focus groups. A final report with key findings and recommendations was produced and presented for discussion with the client.
